Bob Swintz, a firm partner, joined London Witte Group, LLC in February 2003. He has earned a Bachelor of Science Degree in Accounting from Indiana University and a Doctor of Jurisprudence from the Indiana University School of Law - Indianapolis and has over twenty-five (25) years of experience in working with Indiana communities on financial issues.

Bob’s public finance experience is extensive and includes previous employment with the Marion County Capital Improvement Board, the Indianapolis Local Public Improvement Bond Bank, the City of Indianapolis and the Indiana State Board of Accounts. He has worked with municipalities, political subdivisions, taxing authorities and not-for-profit entities in addressing their financing, budgetary and accounting needs. He has prepared and made presentations to local officials and their organizations, community groups, financing professionals, investors, legislators and rating agencies regarding programs offered by the Bond Bank and municipal finance in general.

Bob is a member of London Witte’s Government Services Group. The group provides financial advisory services to political subdivisions throughout the State of Indiana including counties, school corporations, libraries, cities, towns, municipal and not-for-profit utilities, and other special taxing authorities. These services include, but are not limited to, bond and note financings, cash flow projections, escrow verifications, budget preparation and analysis, cash management systems, revenue requirement studies, property tax impact analysis, bond proceeds investment management, continuing disclosure services and representation before legislative, regulatory and other governing bodies.

2000-2002 - Sheil Sexton, Co., Inc.      Bob served as the Chief Financial Officer and was responsible for the oversight of the financial and administrative operations of this $150 million a year general contractor.  He worked closley with the Company's owners and general counsel to institute many of the contractural and administrative policies of the Company.  In addition, Bob oversaw many of the financial policies of the Company's independent real estate holding companies.

1999-2000 - Marion County Capital Improvement Board      Bob served as the General Counsel and Chief Financial Officer of the Board and worked directly with the Board's Executive Director concerning the operations of the Board and its assets including the Convention Center, RCA Dome, Victory Field and Conseco Fieldhouse.

1989-1999 - Indianapolis Local Public Improvement Bond Bank      Bob served the Bond Bank in several capacities culminating with his appointment as Executive Director.  The Bond Bank serves as the financing entity for the City of Indianapolis and Marion County as well as all of its Municipal Corporations.  During this time, he worked on the issuance of over $1.5 billion in municipal debt.  In addition, Bob worked on various committees of Mayor Stephen Goldsmith including the private management contracts for the Indianapolis International Airport, Wastewater Treatment Facility and the Marion County Jail.  During this time the City of Indianapolis became the largest city in the country to achieve AAA bond ratings from the three major rating agencies.

1986-1989 - City of Indianapolis       Bob served as the Assisstant Controller of the Indianapolis Department of Transportation.

1983-1986 - Indiana State Board of Accounts      Bob served as a Field Examiner performing financial and compliance audits for various units of local government.
